For some justification I can no longer change the desktop perspective on my PC. When I right click on the desktop and select Properties and go to the Desktop tab, adjectives of the options below Background are frozen and inaccessible. The current background on my desktop is merely blue. I have run several adware and spyware removal programs as well as my antivirus program but so far nil has changed. Does anyone know what I can do to fix this?

Go to Start menu and select control panel, consequently click on Display or Appearance and Themes then move about to background. Still may not work, merely an idea
possibly your account is a guest smooth at the PC your using. You are not allowed to fine-tuning the system configuration, desktop backgrounds included.
Use your system recouping disk just put it surrounded by and start up computer.
