within My docs. and settings => Local Settings => Temp. there are so frequent files and they range 5gb, which is a total misuse of space in my workstation. can't I just delete them?

yes delete away i do this daily it will not hurt anything except you may own to retype a few passwords or if you use auto complete you will have to enter the info manualy .. as the temp files store that info. but yes it is not detrimental and is actualy reccomended
