A blue box on my desk top. What is it?

When i hold my mouse down and drag it a blue box will move around near the mouse. What is it? And what is it used for? Please Help me!!!

It is the re-size part of the window program. For example, if you open Internet exploer, and press the restore button contained by the upper right hand corner so that the glass is not in full peak, you can put the cursor on the edge or corner of the porthole and while holding down the left mouse button, drag the glass to re-size it. On the desktop, it makes pretty boxes. LOL. But, is used for dragging and resizing things resembling the command or task tavern.
Could be Spy-ware or Adware. Suggest downloading, updating and running: Spy-bot Search & Destroy, Ad-Aware, and Windows Defender.
